Microeconomic and Macroeconomic Overview of ICT as a Primary Driver behind the Digital Economy 
Widespread implementation and ubiquitous beneficial Impact of ICT technologies is often praised as a decisive factor demarcating the frontier between “old”, classical, and “new” models of l economies. However, exact quantitative analysis of such impact on micro and macro levels shows some surprising results. There are no unique conclusions that could be applied to all countries and in all timespans. ICT technologies are subject to diminishing returns law more than any other, their impact is notoriously difficult to measure and carries a number of hidden and sunk costs and transfer effects. Furthermore, there is a distinctive difference in yields derived from ICT technologies in national economies depending on their use or development and production. On a microeconomic level of a single company, only investments in those ICT technologies that aim to preserve and increase value of the information capital can be economically justified. In this paper, the authors will research and describe the impact of implementation of ICT technologies both on the corporate level and on aggregate measures of national economies.

Application of Service Oriented Architecture of Information Communication System in Nautical Ports 
Information and communication systems in support of management to manage all business processes in the ports of nautical tourism, which means unification of business processes and information and communication technologies through the use of various methods and techniques for developing, managing and analyzing business processes involving humans, organizations, applications, documents, and various other information are an integral part of the business process in nautical ports. The introduction of Service Oriented Architecture into existing or new information systems in the ports of nautical tourism, and ways of thinking that it offers new possibilities in terms of expansion of logistics solutions, lowering costs and increasing the quality of service end users - the sailor. Service-oriented approach is no longer projecting monolithic or multi-layer applications, but services that are autonomous with the implemented security, transaction processing and interoperability with other software services in a distributed environment.

Internet Challenges for Print Media Advertising Practice – Case of Belgrade Daily Newspapers 
In data driven societies of the 21st century information is the king. Timely and relevant information shared in a fast, efficient, reliable and protected manner rules the world. Internet became a vital medium of economic and societal activity for business, services and entertainment. The media and publishing industry is undergoing a massive transformation thanks to the rise of digital technology. In fact, over the past 30 years, changes in newspaper production have been significant: from linotype machines and hot lead type, typewriters and grease pencils, to computer terminals, satellite transmissions, digital cameras and online editions. And the ability to get news online, instead of from the traditional printed newspaper, may be the most dramatic change of all. This paper analyses challenges of digital era for Serbian media market by using the sample of ten Belgrade daily newspapers. The Belgrade daily newspaper industry is currently undergoing a much-needed transformation, battered and distressed by a severe recession, declining advertising revenues, major shifts in consumer behavior and emerging disruptive technologies. As a result, we have seen some major media companies face with the burden of heavy debts, while the others are still experimenting with new survival formulas to restore the equation between newspaper content and earnings. Newspaper publishers have always depended on advertisers and readers for their revenue. The research of commercials and self-promotional contents in the Belgrade daily newspapers show that the same advertisers present their commercials in Belgrade newspapers regardless of the media type. The main reasons for this situation are limited company budgets for commercials and the situation that the audiences of the different daily newspapers have the same preferences and tastes. The data about declining circulation of daily newspapers in Serbia and transition of readers to the Internet support the conclusion that Belgrade print media need to include the Internet in their future development strategy. Performed analysis try to prove that cooperation and synergy of print and digital media create a more effective way of presenting promotional contents to modern and choosy buyers. Such conclusions are connected with the new media ecology characterised by its additional agendas of interactivity, democracy, multimediality, and with a new domain of bloggers and citizen reporters, that all presents new challenges to print medi future orinetations. Paper tries to contribute to explain and elaborate some of the tensions between “traditional” journalism, rooted in “old” print media, and the new perceptions, expectations and pressures of digital journalism in an increasingly inter-connected media system.

The Success of Open Source Software: Review 
Open source software (OSS) is software with its source code available that may be used, copied, and distributed with or without modifications, and that may be offered either with or without a fee. In this paper we present an overview of the state-of-the-art OSS-related research from different fields and disciplines of the social and information sciences. The emerging work on understanding OSS has questioned what has led to its prosperity. We present an historical review of its success, and we discuss some of the key factors that contributed to the rise of the OSS, mainly from the perspective of the software engineering and economics. We conclude with some real-life business examples of companies that achieved their profit with OSS.

Analysis of e-government portal in Montenegro 
State governments through the digitization of services that have been provided through conventional ways, have made possible to the citizens and businesses to find and use information and services electronically. Through the formation of e-government portal, as a single point of access to services, governments have greatly facilitate business and communication between relevant institutions and stakeholders. Subjects can be informed, download forms but also realize services using portal. The above is made possible with the clear objective of removing barriers that are an integral part of the administrative system. In this paper, we will give a brief theoretical review of the concept of operations of the state administration through the provision of services through e-government portal, starting with the concept and definition of e-government, with the goals of this concept, to the benefits of its application from the perspective of the citizens and business as users, and the government itself as provider. Also, the paper aims to present and analyze the level of realization of services provided at e-government portal in Montenegro, and also through the analysis to identify possible problems and give recommendations for further improvement of the same.

Determinants of electronic commerce - the factors of acceptance in Montenegro 
The paper presents the results of the level of adoption of e-commerce in Montenegro and provides an overview of the factors which slows the use of its full potential. The aim of the research is to create a picture of the perception of e-commerce in terms of consumer and to identify the determinants that can be affected in order to create a better environment for electronic transactions in Montenegro. Quantitative research (conducted through survey) and qualitative research (conducted through assessment of web sites of companies that are on the supply side), are associated with the subjective judgment of the authors, in order to better examine the key issues that affect the decision on the online store. Research has shown that the potentials of electronic commerce in Montenegro are great, but that there is still not a critical mass of users. On the other hand, in companies that are on the supply side, there are ambitions, but there is not enough knowledge to further examine the potential of electronic commerce and properly direct the offer to the different categories of clients.

Laws of Network's Values and Values of Its Users 
Network industries are very important in the modern economy. It is because of the fact that certain external or additional power operates in each network, so-called network effect. Laws for values of the networks are presented in the literature, but value of the network to the user and value of the user to the network owner are not considered. This paper analyzes network values and values of the network users in different business cases.

Open issues of open data in Croatia 
Optimism and euphoria about open government data as a silver bullet which should lead economy and society to higher levels have deflated after few years in collision with a reality. Expectations from open data usage were great, but in exploitation it is more than questionable at which rate open data generate new economic values. Many issues appear on both sides – government as a supplier and on demand side which lags behind the supply. In this paper we present situation with publication of open data particularly in Croatia and overview of mobile application based on those data.

Cloud services and Marketing 
Nowadays, most of the companies use cloud tools. We are all familiar with services, such as: Gmail, Google Docs and Dropbox. Salesforce is commonly used in companies’ business routine. Through social networks, significant part of personal and business data is collected and saved in the cloud. All this data is easily accessible and available for different purposes. On the other hand, we had to give up our privacy and control. Anyone with moderate analytical skills can research, profile and use all published data for their own gain and interests (advertising, sales, different analysis, etc.). Nothing has excited managers and marketers more than the massive application of cloud services and their impact on the way different businesses function. In this paper we present conceptualisation and process improvements in Marketing automation, Inbound marketing and Lead tracking with usage of cloud services. No matter which cloud supported services we use, they are less time and money consuming, easier to access and manage, and accepted by more users than traditional desktop tools. In the future we might talk about even more automated processes that can put our businesses on autopilot. This might be the Holy Grail we all seek.

RFID Based Access Control System 
Radio frequency identification (RFID) provides the ability for unmanned automatic real-time data acquisition. The aim of this paper is to open discussion about implementation of RFID technology in Croatian ports. The authors propose RFID as one of the technologies that can accelerate and improve ferry loading process and make it more efficient and reliable. Basic RFID system was built to introduce its capabilities to perform as one of the suitable solutions for ferry tickets check-in process within certain technical constraints.

Interoperablity of bank statements: A case study 
There are different types of bank statements offered by various banks. Since there are no standards, each bank builds own type of statements. Most of these statements given to the citizens are in pdf format, and lately several banks offer statements in excel formats. Very rarely one can find xml types of statements, which can be further processed. To use data from statements in other applications, one has to build own interpreter of bank statements. To solve the existing problem with interoperability we introduce an adapter, which can read various types of statements and give XML file as output. Our realization of the adapter works with statements offered by most of the banks in our country as a kind of a proof of the concept. The adapter was efficiently used in a special program for analysis of consumer costs, where a user can have several banks and calculates taxes, income statements and makes analysis of realized costs.

Social Networks in the Case of Tourism in Croatia 
Social networks according to the way of their communication are bidirectional and provide the opportunity to participate in shaping the product. In e-business social networks have made a step forward that will forever change the way the companies (large and small) shape their image and their overall performance. Social networks are a very broad term, but what defines them in the context of e-business is the ability to communicate with the company itself and with other users. A carefully conceived campaign and adjusted to social networks can bring manifold benefit to a company's business. Social networks need to be mastered as future leading fields in creating (and closing) the realms of gigantic corporations and small businesses. This paper analyzes the marketing of social and mobile networks through a series of examples as well as viral marketing. The development of social and mobile networks is influenced by advanced information technologies. The analysis of the research results is related to online research through social networks in which the TRI index of social network users was examined together with the extent of using social networks in tourism business. Further analysis of the data included a variety of statistical methods by which we have tried to analyze when and how social networks are used in e-business.

Financial agency FINA and online auctions in Croatian Amended Distraint Act 
This paper presents an analysis of the newly amended Distraint Act in Croatia, concerning foreclosure (execution) and sales of properties. The idea behind the act is that making sales of foreclosed properties more transparent by the means of online auctions can create gains for both the foreclosed and the state. The banks may also profit from better repayment of defaulted loans. The unamended act provided that the properties are put on sale by the court in execution proceedings, and those sales were conducted by dealers that saw their interest in lowering the prices. This apparently meant that properties (houses etc.) were sold below the market prices and that loans were still not payed off when the sale of property was concluded. This also presented a useful opportunity for some buyers of properties to make profits, as well as for dealers themselves, while the state did not collect as much as it could have and the process of selling was slow. With online sales of properties the process becomes more transparent and it can reach larger number of potential buyers, which could increase the price and profits for both state and the former owners of those properties that are in debt. However, a similar act in the Netherlands provided that the properties should be sold through private online auction resellers, while in Croatia this is given to the government financial agency FINA, which is a state monopole. The problem is analysed from the perspective of principal agent theory and in comparison with the Netherlands, also mentioning other situations in which the Croatian state has transferred its authority to conduct proceedings from the courts (commercial courts and civil courts) to its executive branch, such as in pre-bankruptcy proceedings. The paper also attempts to assess whether the gains for the government would really improve, bearing in mind that it should provide for specific investments in human resources and other investments in its financial executive agency FINA, whereas in the case of private dealers they may be motivated to increase their specific investments in order to increase profits. Also the fact that Croatia doesn't have a property tax could have some influence and it is considered whether the act may be unconstitutional.

Scalable Architecture of e-Ordering System in Cloud 
Today’s dynamic economy enforces the companies to dismiss their minor-business departments and to turn the efforts towards the main business. This is emphasized especially to small and start-up companies, which would like to order the issues as a service from third parties as OPEX, rather than investing in their own departments as CAPEX. Even more, they expect to achieve their orders as faster as possible. Since the number of such companies is floating, as well as the number of their employees, these requirements demand a scalable system for e-ordering. Such a system will allow the client companies to order some services from the sellers. In this paper we conduct business analysis to determine whether and when such a system will be profitable. We also present the scalable architecture in the cloud, which can be offered as a service both to the clients and sellers.

The potential of SEPA Credit Transfer implementation in Croatia 
Nakon pristupanja Europskoj uniji, Republika Hrvatska je postala obvezna uskladiti se s određenim njezinim zakonskim regulativama. Uredbom 260/2012, obvezujućoj i za Republiku Hrvatsku, 31. listopada 2016. postavljen je kao krajnji rok migracije na SEPA-ine platne instrumente za kreditne transfere i izravna terećenja za sve zemlje članice Europske unije koje nemaju euro kao valutu. Od navedenog datuma SEPA platni nalog će u Republici Hrvatskoj postati obavezan za kreditne transfere u eurima, no uvest će se i za kunske. Budući da se SEPA temelji na normi ISO 20022 izgrađenoj korištenjem jezika XML, nerealno je od poslovnih subjekata, tj. budućih korisnika SEPA-e očekivati poznavanje XML tehnologije i norme ISO 20022 u svrhu kreiranja potrebnih dokumenata. Iz tog je razloga izrađena web-aplikacija za kreiranje elektroničkog platnog naloga koja će kroz jednostavno i pregledno web-sučelje s obrascima korisnicima olakšati prijelaz na SEPA kreditni transfer. Ovaj rad opisuje strukturu platnog naloga odabranog iz ISO 20022 norme za Republiku Hrvatsku te nastanak i dizajn spomenute aplikacije.

Business Process Orientation Construct Analysis in Companies in the Republic of Macedonia 
In today’s global and continuously changing environment, companies are pressured to become more flexible, fast responding, customer oriented and to follow the fast technological development. To achieve these goals they should become business process oriented. Business process orientation (BPO) and process thinking help management to leverage the use of information and communication technologies (ICT) and the Internet, and hence to implement e-business more successfully. E-business strategies have made the need of streamlining, integrating and automating business processes even more pressing. Hence, efficient business processes and process orientation are become elementary for organization’s success. Due to the importance of e-business strategies and transformation into process oriented organization in the e-environment, the goal of this paper is to analyze characteristics of Macedonian companies in selected industries regarding their process orientation, and to estimate their level of business process maturity. For this purpose an empirical research was conducted based on the previously prepared questionnaire interviewing managers in Macedonian companies with higher level of e-business system implementation. The level of process maturity is estimated based on previously tested maturity model by factor analysis. Results reviled that companies that are more process oriented are implementing e-business more successfully and are competitive on global market.

The role of the public sector in defining the communication strategies in the Croatian tourism industry 
The paper describes communication strategies in the tourism industry. After an overview in the paper are discussed issues in tourist destination communication, i.e. the larger social, political, economic, and cultural climate in which tourist destinations creates their images and projects their voices, the "opportune moment" for communications, the need to understand and capitalize on the psychology of constituencies, the best mix of communication channels and the ethical dimension of tourism industry communication. Tourist destination needs to pay attention to communication strategies because missed opportunities and potentially dangerous threats to industry performance are the alternatives. In the paper then are described the possibilities for applying communication strategies on Croatian tourism industry. It is emphasized that the main characteristics of Croatian tourism industry are the inadequate quality level of services, unfavorable structure and low level of utilization. However, unclear identity can easily hurt tourism industry success and in order to bring about change (improvement the quality of Croatian tourism industry), the application of the communication strategies will be needed.

The basic function of accounting information system in local government is production of information on the basis of data processing as a result of financial transactions. This kind of information usually is the foundation and support of information systems management accounting and is conceived as a system for identifying, collecting, processing and exchange of financial and other data used to support decision making. The main object of this paper is to analyse the importance and the impact of use of Accounting Information System (AIS), as well as use of information technology in accounting in whole. Also the authors will analyse the modelling of AIS, establishing quality of financial information, security of model of AIS in local government units, especially in decision making process in AIS and in internal control procedures.

Citybus mobile application 
Students, tourists and citizens are often confused by bus lines and timetables or get tired of running to catch their bus or looking for bus stops. This paper describes the mobile application that conveniently provides information about city bus lines. For a selected line, it can gives an overview of timetables, bus stop locations and estimated departures. It also calculates the shortest route from user location to a certain bus stop and can navigate the user to that bus stop. The prototype application is made for local bus lines in Rijeka.

Analysis and recommendations for e-business development in Croatia 
The paper researches the development of e-business in Croatia in the last decade, with special emphasis on legislation, organization and state influence, along with the influence of other relevant and potential stakeholders. The influence of Croatian inclusion into the European Union has been analyzed, both before and after the inclusion in 2013. The main directions of e-business development in Croatia are presented. Main segments of e-business have been analyzed (business-to-business, business-to-government and citizen-to-government). In the second part, guidelines for development of e-business in Croatia are presented, specifying e-business as a key element for the evolution of digital economy and digital society.

Analiza sadržaja internetskih stranica županija, gradova i općina u Republici Hrvatskoj u prvoj polovici 2014. god. 
Nakon što je uočeno da na njihovim internetskim stranicama često ne postoje informacije koje bi po Zakonu o pravu na pristup informacijama trebale biti objavljene, Digitalni informacijsko-dokumentacijski ured proveo je analizu sadržaja stranica svih hrvatskih jedinica lokalne i područne samouprave. Na temelju odredaba čl. 10. Zakona, određeno je 20 kategorija informacija i dokumenata, čija se (ne)objava provjeravala na stranicama svake od 576 jedinica. Uz to, istražilo se i (ne)postojanje dodatnih sedam kategorija koje se smatraju bitnima za kvalitetu stranica. Nakon prve faze istraživanja, svim jedinicama je poslana obavijest s rezultatima analize njihovih stranica i molbom za povratnom informacijom u slučaju uočenih pogrešaka ili u međuvremenu izvršenih promjena. Nakon što su, na temelju naknadno izvršenih objava i uvaženih prigovora, izmijenjeni pojedinačni rezultati, prišlo se njihovoj analizi i interpretaciji. Rezultati su izračunati po pojedinim kategorijama i interpretirani na bazi međusobne usporedbe, te sveukupno, a potvrdili su pretpostavljane značajne manjkavosti u proaktivnoj objavi informacija. Kako su pri svemu tome uočene i velike razlike u principima strukturiranja sadržaja stranica, gdje su često mnoge informacije i dokumenti bili objavljeni na nedovoljno pregledan način, zaključeno je da bi napredak u proaktivnoj objavi informacija trebao biti potaknut putem prijedloga konkretnog standarda i procedure njihova objavljivanja.

Implementacija informacijskog sustava za praćenje aktivnosti unutar jedinice javne uprave 
U radu je opisana arhitektura informacijskog sustava čija osnovna zadaća je pružanje potpore prilikom odlučivanja, praćenja prijedloga i pritužbi građana te praćenja aktivnosti i stanja na određenim projektima jedinice javne uprave. Funkcije sustava distribuirane su u tri sloja. Sloj medijacije daje potporu procesima prikupljanja podataka ili primanja aktivnosti iz različitih izvora. To mogu biti: postojeće baze podataka, baze podataka vezanih poduzeća, dopisi, telefonski kontakti ili kontakti elektronskom poštom, kontakti ostvareni putem web stranice i sl. Tako prikupljeni podaci se pohranjuju na sloju baze podataka, u više različitih baza podataka. Tipični primjeri su skladište podataka o radu jedinice samouprave, baza podataka o pritužbama građana, baza podataka o procesima koji su u tijeku (npr. zahtjevi za službena putovanja koji čekaju na odobrenje), baza podataka o projektima i sl. Iznad sloja baze podataka nalazi se prezentacijski sloj, čija je osnova zadaća kreiranje izvješća, njihov prikaz na grafičkim sučeljima te distribucija izvješća. Osim toga, arhitektura uključuje i „sjeverno“ sučelje prema drugim informacijskim sustavima i tehnologijama, čija zadaća je omogućiti dostup podacima i izvješćima drugim sustavima i aplikacijama (npr. aplikacijama na pametnim telefonima). Ovako predložene arhitektura u budućnosti će biti i implementirana, barem u segmentima, u jednoj jedinici javne uprave.

Analiza sustava za nadzor potrošnje posebnih goriva 
Ovaj rad analizira sustav za nadzor potrošnje posebnih goriva za namjene u poljoprivredi, ribarstvu i akvakulturi i za javne i gospodarske namjene u plovidbi kako su ga uspostavile Carinska uprava Ministarstva financija Republike Hrvatske i Financijska agencija. Pravni temelj ovakvog sustava nadzora potrošnje je europska Direktiva 2003/96 EZ o restrukturiranju sustava zajednice o oporezivanju energenata i el. energije, Zakon o trošarinama, Pravilnik o primjeni Zakona o trošarinama što se odnosi na plinsko ulje obojano plavom bojom za namjene u poljoprivredi, ribolovu, ribogojstvu i akvakulturi i Pravilnik o uvjetima i načinu oslobođenja od plaćanja trošarine na energente koji se koriste kao pogonsko gorivo za plovidbu. Sadašnjem sustavu nadzora prethodio je sustav posebnog poreza i knjižica goriva s neučinkovitim nadzorom. Svrha uspostave sadašnjeg sustava je učinkovitiji nadzor i dostupnost podataka u realnom vremenu. Kako sustav mora omogućiti jednostavnu i brzu realizaciju korištenja prava na kupnju posebnih goriva velikom broju korisnika na velikom broju prodajnih mjesta, implementiran je pomoću tehnologija koje se koriste u sustavima plaćanja putem platnih kartica izdavanjem posebnih kartica goriva korisnicima, označavanjem plinskog ulja propisanim markerima i nadzorom samog korištenja plinskog ulja kod korisnika. Ovaj rad će detaljno opisati način realizacije i učinke propisanog cjelovitog sustava nadzora.

Social Media Marketing Activity in Western Balkan Banking Industry 
The number of people who are using social media websites is constantly growing. Customers increasingly expect banks to offer more services via social media platforms. Recent studies confirmed that customer retention is likely to increase at banks that offer a strong social media experience. This paper explores the maturity of social media use in banking service sector with particular focus on Facebook, Twitter, YouTube and LinkedIn. Empirical data were collected mainly through visual inspection of social media accounts for major banks in Western Balkan Countries and the results have been compared and presented. Various types of indicators as measurements of social media activity have been used: date when the account was created, visibility of the social media channel on the web page, number of posts in a certain period, number of fans or members in the network, social engagement and others. Based on these and other data we made quantitative comparison and qualitative analysis of the intensity of social media use in banking industry in the region of Western Balkan Countries.

Opatija - 170 godina turizma:

Opatija, često nazivana i biser Jadrana, jedna je od najpoznatijih destinacija u Hrvatskoj s turističkom tradicijom koja ove godine slavi 170 godina. Smještena uz rub Mediterana, na obali Kvarnerskog zaljeva i padinama planine Učke koje se blago spuštaju prema moru, Opatija svojim klimatskim karakteristikama, prekrasnom arhitekturom, kvalitetnim hotelima, prekrasnim njegovanim parkovima i šetnicama pruža mogućnosti za ugodan boravak tijekom cijele godine.

Prvi je čari Opatije otkrio riječki patricij Iginio Scarpa, sagradivši ovdje 1844. godine svoj ljetnikovac koji je nazvao Villa Angiolina po svojoj preminuloj supruzi, čime je otvoren put razvoju turizma. To je bio tek početak.

Hotel je otvoren 27. ožujka 1884. godine. Nazvan je Hotel Quarnero, a gosti su na raspolaganju imali 60 soba. U to vrijeme nastaju i brojne luksuzne vile, ljetnikovci, hoteli, pansioni, sanatoriji, paviljoni, kupališta, šetališta i parkovi. U Opatiju dolaze najpoznatiji liječnici Monarhije i otvaraju sanatorije, grade se šetališta i kupališta. Opatija je tako uz Nicu, Karlove Vare, Cannes i Biarritz postala jedno od najznačajnijih europskih mondenih lječilišta devetnaestog i prve polovice dvadesetog stoljeća.

Ovdje su boravili kraljevi i carevi, književnici, filozofi, pisci, pjesnici i glazbenici. Spomenimo cara Franju Josipa, cara Vilima II, rumunjsku kraljicu Elizabetu, poznatu kao pjesnikinju koja je svoje pjesme objavljivala pod pseudonimom Carmen Sylva, zatim caricu Sissi, pisce A. P. Čehova i Jamesa Joycea, plesačicu Isadoru Duncan, skladatelje Gustava Mahlera i Giacoma Puccinija. Vidjeti i biti viđen - za to je trebalo doći u Opatiju.

Nakon II. svjetskog rata, turizam u Opatiji orijentira se na ljetnu sezonu i na razvoj kongresne ponude. Kroz svo to vrijeme, Opatija je svoju važnost destinacije koja pruža nešto posebno zadržala do danas.
