M. Mauher (MMC d.o.o. za konzultantske usluge, Zagreb, Croatia) Ontology Based Collaborative City Intelligence Framework 
Long-term sustainable city development and management model is based on multifaceted ontologies, ontology resulting development studies, followed by corresponding strategy drivers, citizen focused processes, services and sets of performance indicators. Due to international, national, regional and local governance, as well as management, knowledge and data levels from one side, and integrated management requirements form another, the collaborative city intelligence model based on contemporary ICT enablers is presented. Ontologies and Semantic Web have a big role to play in government related multiple heterogeneous distributed data and documents integration. Service-enabled data warehousing and Collaborative City Intelligence infrastructure in place will lead the way to higher level of complex and sustainable city management and democracy.

M. Adeyeye, T. Aladesanmi (Obafemi Awolowo University, Ile-Ife, Nigeria) Aligning ICT for Service Delivery in Nigerian Local Government 
Local government (LG) in Nigeria suffers from poor governance, and its corollary – inefficient service delivery. Despite various reform efforts, all had yielded little result. However, from 1999, the new civilian administration has strongly advocated the use of ICT at all levels of government to facilitate better service delivery.
The paper reviews the challenges facing ICT application and opportunities accruable from it, specifically in the area of service provision and administration.
Findings from data in the sampled LGs reveal an incredibly low level of ICT presence; the paper advocates a policy direction that integrates LGs into the national IT strategic plan.

I. Voloder (T-HT d.d., Zagreb, ) Future Progress of the Geoweb 
Razvoj geoweb-a ili virtualnih karata na Internetu u proteklih nekoliko godina doživljava izniman razvoj, koji još uvijek nije doživio svoj vrhunac. Nove tehnologije omogućile su stvaranje geoweb-a, preko kojeg informacije koje se dostavljaju korisnicima u kategorijama količina i vrsta informacija svakodnevno rastu. Vizualizacije planete putem aplikacije, ili putem web stranica postale su glavni pokretač povećanja važnosti geografije i lokacije kao osnove za informaciju. Kako je geoweb izuzetno jednostavan na korištenje, broj korisnika samo do danas se broji u stotinama milijuna, stoga se može slobodno tvrditi kako je on postao kulturološki fenomen. Slijedeća faza razvoja geoweb-a očekuje se u područjima sintetiziranja GIS-a u geoweb i obrnuto, kao i u razvoju novih usluga baziranih na geoweb-u kroz fiksni i mobilni Internet.
Daljnji razvoj geoweb-a u Hrvatskoj ovisi o velikom broju parametara, stoga je u svrhu njegovog daljnjeg razvoja prezentirana strategija razvoja geoweb-a kroz četiri dimenzije (tj. strategija razvoja geoweb-a obzirom na informacijsko, tehnološko, kulturološko i poslovno stanovište). Pri tome svatko onaj tko postaje izdavač nekog sadržaja putem geoweb-a, morao bi ispuniti / odgovoriti na svaku dimenziju, kako bi se on mogao uspješno razviti i kako to ne bi postali projekti koji će se veoma brzo ugasiti. Sam geoweb je definitivno među nama i tu će ostati sve kvalitetniji i sve više korišten.

Open source software stands as one of the most popular trends of the IT industry in the last few years. Many governments strongly promote usage of open source software in a public administration. Principles of openness, cooperation and sharing are built inside open source software which coincides with most important requirements of public administration informatization: interoperability and respect of standards. In the public administration of Republic of Croatia open source software isn't present significantly. That is especially true for open source software implementations on desktops where only couple small institutions use it. Research on usage of open source software in public administration Internet infrastructure that is conducted in last two years show that only academic community use open source software server applications heavily.

R. Mutavdzic (, , ) Cloud Computing Architectures for National, Regional and Local Government 
Government agencies and departments have hard time to identify and implement shared-service opportunities that have a good chances of success implementing new citizen services. Cloud-based alternative delivery models — such as storage as a service, software as a service and software plus service are rapidly emerging as next platform models for government organizations. Shared-service models are good choice for certain scenarios and processes but can be also seen as a next logical step in building full fledged government cloud based scenario offerings. Cloud computing can reduce cost, simplify management, improve services, provide transparency and allow citizen interaction- flexibly, as governments transform how they serve their citizens. Microsoft Government Private Clouds are dedicated cloud environments that address data security, privacy, and regulatory requirements unique to the Government. The presentation will present latest architecture models and their applicability to the Government on different levels, from business, scenario, platform and technical viewpoint.

Development of successful models eGLGPS in Croatia is based on the development of regulatory and legal framework to protect the rights of access to information. Nowdays, information security is becoming the most important issue in development of electronic administration.
In this paper the authors will give an overwiev of the fundamentals of regulatory and legal framwork of eGLGPS in order to explore the protection of the identity of citizens in the work of public services and their right to privacy. Also, in the context of information security, this paper analyzes the legal problems obligation of the tax secret in the tax procedures, the right to access tax information and exchange of information between the Croatian GLGPS and European Union Member States in the tax procedures.

Agencija za podršku informacijskim sustavima i informacijskim tehnologijama (APIS IT d.o.o.) osnovana je krajem 2005. ugovorom između Vlade RH i Grada Zagreba kako bi na pozitivnim iskustvima Gradskog zavoda za automatsku obradu podataka (GZAOP-a) obavljala poslove razvoja i podrške ključnim informacijskim sustavima RH i Grada Zagreba te razvila aplikativne servise i čuvala potrebne informacijske baze što je temelj funkcioniranja moderne elektronički podržane uprave.
Dugogodišnje iskustvo u informatizaciji javne uprave, podršci najznačajnijim informacijskim sustavima države i Grada Zagreba, iskustvo u vođenju i izvedbi velikih projekata, poznavanje i primjena suvremenih informatičkih tehnologija, iskustvo u dizajnu i održavanju velikih baza podataka, višegodišnja jamstva za podršku i održavanje aplikacija, raspolaganje mogućnošću korištenja baza podataka javnih registara, su reference koje čine APIS IT nezamjenjivom karikom u informatizaciji našeg društva.
U okviru ovogodišnjeg MIPRO-a predstaviti ćemo naša iskustva u području integracije podataka kroz razne sustave. Mogućnosti aplikativne podrške poslovnim procesima i upravljanju dokumentima, koje se mogu primijeniti u raznim djelatnostima prikazati ćemo kroz primjer podrške poslovnom procesu u kojem nastaje dokument – od stvaranja podataka u jednom sustavu do integracije sa ostalim sustavima, nastanak dokumenta te njegova otprema.
Aplikativna podrška sastoji se od aplikacije koja podržava specifični proces, ali i od drugih komponenata odnosno drugih aplikativnih rješenja nužnih za potpuno pokrivanje cijelog poslovnog područja. Komunikacija između više sustava prati dogovorene aktivnosti u poslovnom procesu. Tu svakako pripada i integracija sa drugim sustavima kao što je sustav uredskog poslovanja. Na kraju procesa pokazati ćemo i mogućnosti finalizacije i otpreme dokumenata putem poštanske službe posebno pogodne za veće količine dokumenata.
Mogućnosti i primjer rješenja prezentirati ćemo na odabranom poslovnom procesu u lokalnoj upravi.
