The paper is based on a theoretical model of how to develop a strategy in business consulting as a key to business success in a transition environment of South East European Countries (SEEC). Fundamental focus of the model is aimed at creating a knowledge point of fluctuating market environment. The model presents interaction among SEEC entrepreneurs' individual characteristics, cultural burden, transition of digital economy environment, entrepreneurial ethics and influence of a political involving.

The past several years in the oil and energy sector have been marked by the disruptive behavior of the market shifts and economic cycle downturn: rising oil prices caused oil and energy sector to explode and then contract, marked emphasis is on operative cost maintenance at the same or lower levels, deployment of inventive ICT deployment strategies and utilization of ICT services and introduction of new technologies and concepts while lowering absolute investments value. One of the most prominent new technologies, although present on the market for well over a decade in various forms is virtualization of software, operating systems and finally, in the last development step, infrastructure. This technology has allowed oil and energy sector to align its demands in form of distributed and remote project execution with technologies possessing similar characteristics that do not require close physical presence of resources in order to provide satisfactory levels of service. This is reflected in paradigm change from consideration of software, applications and infrastructure being a service instead of being an intangible asset and platform being a service instead of tangible asset. This has allowed broader usability spectrum of centralized services, flexibility of usage and lower utilization cost, satisfying primary motivational drivers behind new technology adoption.

Contactless payment systems represent payment transactions that do not require physical contact between the devices used in consumer payment and POS terminals by the merchant. Radio frequency identification (RFID) devices can be embedded in the most different forms, as the form of cards, key rings, built into a watch, mobile phones. This type of payment supports the three largest payment system cards: Visa (Visa Contactless), MasterCard (MasterCard PayPass ) and American Express (ExpressPay). All these products are compliant with international ISO 14443 standard, which provides a unique system for payment globally. Implementation of contactless payment systems are based on same infrastructure that exists for the payment cards with magnetic strips and does not require additional investments by the firm and financial institutions, other than upgrading the existing POS terminals.Technological solutions used for the implementation are solutions based on ISO 14443 standard, Sony Felica technology, RFID tokens and NFC (Near Field Communication) systems. This paper describes the advantages of introducing contactless payment system based on RFID technology through pilot projects conducted by VISA, MasterCard and American Express Company in order to confirm in practice the applicability of this technology.

Abstract: The world has already been moved from the industrial economy to the networked, digital economy. In this new informational era, characterised by the fast growth and development of ICT (Information and Communication Technologies) and the Internet, a further and faster expansion and necessity of new management alternatives can be witnessed. The economic world has moved from being a cluster of national economies to a global, wide, international marketplace. Though, the emergence of new, global e-business models based on digital technologies and the Internet has become an imperative for the management of companies of all size.
Aware of the enormous influence of ICT and the Internet on the overall organizational transformation, and knowing the fact that in the biggest economies in the world, small business are the power jets, managers are obliged to adjust the way they are managing their business initiatives and apply e-business applications in their small business.
In this sense, the main objective of this paper is to present and show the possibilities of using the new changed marketing mix applied in digital economy The idea is to show the need of changes in the standard marketing practices in a relation to the need of the new digital economy. Using the new trends provided by ICT technologies and Internet and different e-business application to innovate and reengineered different level of one company.

To analyze the economic aspects of e-business means to asses the contribution of information-communication technologies (ICT) to economic growth and higher productivity of companies. On one side, analysis on micro-level proves strategic importance of e-business for companies, while, on the other side, macro-economic analysis indicate just modest effects on industry productivity and growth levels.
In this paper value-chain is used as conceptual framework that enable economic assessment of the whole e-business process evolution: starting with system acceptance, use and diffusion of ICT, impact of ICT and e-business on innovation process and other changes resulting in improved business results.
Following factors are analyzed: educated work force impact, organizational changes, ICT effects connected with competition level and readiness for innovation and experiments, as well as, the impact of the company size.
E-business application and ICTs profoundly change how creative activity is undertaken with potentially major impacts on company innovation and growth. They foster new types of market-based entrepreneurship and encourage people outside traditional institutions and hierarchies to collaborate and produce content, services and goods. Science becomes more closely linked to business and facilitates the development of informal creative networks.
Performed analysis try to prove ICT strategic potential for enabling new business models, influencing value chains, and increasing process efficiency.

Electronic banking (e-banking) is a form of banking bussines which is based on intensive use of computer networks, Web technologies, Internet and telecommunications. It's implementation implicates appropriate hardware and software platform, precisely defined network components, specific organizational structure, standardization, etc. Today, concept of e-banking is generally associated with electronic transactions between bank and it's clients, or, realization of electronic system of payment which (depending of categorization of clients) could be e-banking for civilians (retail banking) or e-banking for business (sometimes called corporate banking). Current law regulations and related solutions are disabling faster development of electronic services and represent stagnation for it's further development, because some areas (which would provide faster and more dynamic electronic services development) of e-business domain are not regulated.

In today's market circumstances, the fact that the number of jobs that are taking place with the help of information systems constantly growing is indisputable. Managers often know very little about the information system and in that circumstance it is very difficult to them to effectively perform control function and successfully manage information’s. This paper explains the concept of information systems audit and methodologies used. IT governance and information systems audit is imposed as an imperative for successful business. To improve the management of IT in accordance with regulatory requirements, organizations are using best practice frameworks to facilitate the work. One of these frameworks for IT governance is Cobit, which provides guidelines on what can be done in an organization in terms of control activities, measurement and documentation of processes and operations.

The research paper is concerned with the question of Healthcare Social Networking usage from Macedonia-based communities (patients, physicians, and healthcare institutions alike) as related to other countries, by closely examining the case of PatientsLikeMe social network site.
This is a subject of importance because it makes healthcare-related information more available to those in need and opens new opportunities for higher, more reliable service.
In the paper we use the multiple case-study methodology, by looking at the 3 most renowned private healthcare institutions in Macedonia and compare them to same-case institutions found in other countries.
Our results show that the healthcare social networking state of usage in Macedonia is at web-site level, with limited support for social interaction and no networking available.
Considering the level of usage of social media and internet penetration in Macedonia and following the rising trends in the usage of social networking, one can conclude that there is potential for starting a social network for patients, physicians and medical institutions.
Our recommendations are to start as low as to implement a Facebook page or Youtube channel (as in the case of Mayo Clinic) in Macedonia’s existing healthcare institutions, to use the existing resources that work with the existing on-line presence.

Various studies and surveys focus on critical factors for successful e-government and e-services implementation at local or national level. Many of those critical factors can be placed within three important areas: ICT infrastructure, management issues, and human resources. This paper presents the results from a survey which was sent to the representatives of local government in Croatian cities. The respondents in our survey were mostly employees of city administration who were responsible for e-government and e-services development: IT managers, heads of related departments etc. With our survey we investigated the current state of city administration regarding e-government, as well as ICT infrastructure, Internet/e-mail availability to employees, LAN/WAN/intranet status, ICT related education policy, etc. In addition, we wanted to identify various obstacles on the path to modern e-government implementation at the local level. Among other survey results, our study indicated that in 2009 only 18% of surveyed cities had a formal plan or strategy regarding e-government or e-services implementation. Also, only 26% of local governments which participated in the survey had at least one e-government solution implemented. Finally, only 31% of the surveyed cities provided at least some education for their employees regarding e-government implementation.

This paper presents a framework to analyse the state-of-the-art of technology acceptance research for mobile services. Current research dealing with the topic was categorized concerning theoretical base, success factors and main results. The method used for categorization is based on a full text analysis of all papers published in main Information Systems journals since 2004. Results of this study deliver insight into the development of this research field that is critical to all activities of mobile commerce.

Sažetak:U ovom radu će biti predstavljeni tradicionalni koncepti upravljanja ljudskim resursima, koji u većini slučajeva nisu polučili očekivane rezultate, a na suprot njima i strategijski ciljani koncepti, koji imaju za cilj poboljšanje poslovnih procesa.Savremeni koncepti se baziraju na mjerenju poslovnih učinaka pojedinaca,timova i kolektiva u cjelini.Oni se ogledaju u najmanje dva pravca:razvijanje bazičnih znanja iz djelatnosti kompanije ili sektora, i razvijanje aplikacija kao izuzetno kvalitetnog instrumentarija koji daje podršku novom i kvalitetnijem razvoju i jedne i druge funkcije.Sinergijski efekat integracije ovih funkcija multiplicira efekta razvoja i jačanja intelektualnog kapitala.Aplikativna rješenja daju dovoljno poticajnih elemenata za kvalitetno rješenje ovog problema.
Abstract: This paper will present traditional concept of human resource management, which in most cases did not obtain the expected results, and contrary to such traditional concept will be presented strategic and target concept, which aim is to improve business processes. Strategic concept is based on measuring the business impact of individuals, teams and collectives. Such concept is reflected in at least two directions: the development of basic knowledge of the activities of the company or sector, and developing applications as well as extremely high-quality instruments, which provide support for the development of new functions. Synergy effect of integration of these functions multiplies the effect development and strengthening of intellectual capital. Application solutions provide sufficient incentive for the quality of elements solution to this problem.

The aim of the paper is to elicit value of websites for multiple users in business-to-business relationships. The increased use of websites in business-to-business interactions which involve diverse actors amplifies the need to understand value of websites in such a context and for its multiple users. In order to allow efficient website interaction between companies in any industry, it is of crucial importance to comprehend the way a website could bring benefits or could impose sacrifices to the users.
The paper extends current understanding of value of websites by incorporating multiple user perspective and the new context of the shipping industry. It draws upon studies dealing with user value, business-to-business relationships and websites. Current research on value of business-to-business websites is scarce. Studies that deal with value of websites fail to provide the understanding of value from the perspective of multiple users. Every business-to-business relationship involves numerous actors. In order to develop websites that will be used by the numerous actors i.e. that will be of value to them, we need to bring the multiple perspective to the research on value.
The paper develops a tool for examining value of websites from the standpoint of various users. It points out aspects of value that differ and stay constant across various actors and business relationships. It makes thus contributions both to the literature on value and business-to-business websites and to the use of websites in practice.

The banking industry does not operate in the same manner all over the world. Romanian banking industry has some characteristics which are very important for economic development. Since maritime companies and bonding facilities for maritime traffic in the port have a common scope of operations, in order to work successfully, in means of a good cooperation, only one step is necessary to formalize this cooperation and to raise the greatest level of success in business, significantly lowering the total costs. Integrating all these systems into a common port cluster fast and efficient exchange of data and information for all participants involved in this cluster is achieved. Through participation in the cluster, port companies, achieve easier the required quality of service and meet the standards required in the global maritime market. To meet this goal it is necessary to implement new information and communication technologies, such as a complete virtualization of computer systems, architecture based on services, etc. In this paper, the analysis of data and information flow between all companies and institutions involved in business under the jurisdiction of port authorities and port authorities Split.

We present ongoing research work where we investigate ar-chetypes based engineering techniques of domains, require-ments and software. The cornerstone of this research is busi-ness archetypes and archetype patterns (A&AP) introduced by Arlow and Neustadt. We analyze the domain based on Björners domain analysis methodology and we use A&AP when developing domain models (source artefacts). We use these domain models as software kernel and as the language when formulating requirements. Our aim is to automatically generate software according to these requirements by using the domain model based software kernel. We appoint our software development process model as archetypes based development (ABD) and speculate, that ABD process model improves maturity of the software development process in terms of CMMI; increases dependability of developed software; reduces semantic heterogeneity of models and data types and therefore increases the aptness of interoperability of systems; leads the development towards software factory and is usable in small, as well as, medium sized software houses. We use ADB in developing laboratory information management systems (LIMS) software for Clinical and Biomedical Proteomics Group (CBPG), University of Leeds.

Cloud computing concept has been presented with a overview of main services, cloud native and cloud capable relational / non-relational databases, and some advances and drawbacks of cloud Database-as-a-Service. Proposed ROI analysis outlines how to decide and the things to consider whether an application is suited for a cloud computing environment, on-premise (in-house) infrastructure or to outsourcing to managed services.

In this paper we will analyze approaches and techniques to online promotion of electronic business models using different tools, including search engine marketing, online advertisements and other methods of generating visitors to a web site.
A company’s investment in the techniques for online customer acquisition should be priority for web focused business models.
Web organizations and business models in Serbia and in other SEE countries, although they may not understand importance of search engine marketing in completely, could have a significant impact on future Internet marketing activities.
Search engine optimization (SEO) involves achieving the highest position or ranking in the natural or organic listings on main search engines – Google, Yahoo, Bing.
Improving positions in the search engine listings is dependent on marketers understanding the crucial process of search engine marketing activities.
In this paper following factors are analyzed: online promotion techniques, search engine marketing activities, search engine submission techniques, search engine inclusion, key phrase analysis, on-page optimization, external linking and paid search marketing.
Understanding the advantages and disadvantages of search engine marketing is the key to successful online business model. Internet marketing implementation and search engine marketing could have major impacts on online company growth and innovation.
The importance of search engine marketing activities in driving visitors to a web site is well-known by site owners in developed countries. Our research clearly point out to a local companies that there is a clear correlation between investment in online and search engine marketing and profitability.
